You might recognize 園 in words such as 動物園 (dōbutsuen), "zoo." 🐼 This isn't accidental: 園 can describe an enclosed cultivated or designated space, so it appears in many places where people gather or where something is deliberately maintained. A zoo, botanical garden, and amusement garden can all use the same character. The character therefore isn't limited to a flower garden—it carries the broader idea of a managed space set aside for a purpose.
