Edo was one of the world's largest cities, but its wooden buildings made fire a terrifying threat. The city developed organized firefighting groups and “fire-watch towers (火の見櫓)” from which people could look across neighborhoods for smoke. Bells or other signals could then warn people when a fire was spotted. The ability to see danger early was crucial in a city where a single fire could spread rapidly. Observation wasn't passive—it could determine whether an entire neighborhood survived.
